IFC Municipal Scorecard for Mexico

Improving regulation for high growth in Mexico is a key area of work for the UK government here. This project was one of a group of projects, which looked at benchmarking regulation to provide incentives for local and state governments to improve their performance in this area.  

The purpose of the project was to develop and implement a Municipal Scorecard that measures the quality and efficiency of regulation at the municipal level and informs decision-makers of key bottlenecks that affect service delivery to the private sector.

On 4 June 2009 the International Finance Corporation (IFC) launched their Municipal Scorecard for Mexico; the project was part of a series of Scorecard projects in countries across Latin America.

The scorecard looks at the efficiency with which municipalities deliver services to businesses. The underlying idea behind this project was to create a league table of municipalities, highlighting the best and worst performers, and creating internal competition between municipalities to improve their efficiency. In addition, the report sought to identify any systemic failings in the way that Mexico regulates businesses at a municipal level, and in the economy more generally.

The publication of this report, along with the well-attended and high profile launch, is just the beginning of a process which has the potential to lead to real improvements in the efficiency of the Mexican regulatory system, and adoption by the Mexican government of sound economic policies which contribute to high, stable and equitable growth and to an open international economy.
